Introduction
There are unclean spirits which possess humans all over the globe today.Jesus is able to cast them out and they stay out. True exorcism is for Spirit-filled Believers only in our day.
1Ti 4:1 But the Spirit expressly says that in the latter times some shall depart from the faith, giving heed to seducing spirits and teachings of demons,
1Ti 4:2 speaking lies in hypocrisy, being seared in their own conscience,
1Ti 4:3 forbidding to marry, saying to abstain from foods which God has created to be received with thanksgiving by those who believe and know the truth.
a. Unclean or Foul Spirits
Mat_12:43 When the unclean spirit has gone out of a man, he walks through dry places seeking rest, and finds none.
Mat 12:43 "No sooner however has the foul spirit gone out of the man, then he roams about in places where there is no water, seeking rest but finding none.
Notes: The Jews were Condemned by Christ:
As a generation that were resolved to continue in the possession, and under the power, of Satan, notwithstanding all the methods that were used to dispossess him and rescue them. They are compared to one out of whom the devil is gone, but returns with double force, Mat_12:43-45. The devil is here called the unclean spirit, for he has lost all his purity, and delights in and promotes all manner of impurity among men. Now,
[1.] The parable represents his possessing men's bodies: Christ having lately cast out a devil, and they having said he had a devil, gave occasion to show how much they were under the power of Satan. This is a further proof that Christ did not cast out devils by compact with the devil, for then he would soon have returned again; but Christ's ejectment of him was final, and such as barred a re-entry: we find him charging the evil spirit to go out, and enter no more, Mar_9:25.
Probably the devil was wont sometimes thus to sport with those he had possession of; he would go out, and then return again with more fury; hence the lucid intervals of those in that condition were commonly followed with the more violent fits. When the devil is gone out, he is uneasy, for he sleeps not except he have done mischief (Pro_4:16); he walks in dry places, like one that is very melancholy; he seeks rest but finds none, till he returns again. When Christ cast the legion out of the man, they begged leave to enter into the swine, where they went not long in dry places, but into the lake presently.
Mat 12:44 Then he says, 'I will return to my house that I left;' and he comes and finds it unoccupied, swept clean, and in good order.
Mat 12:45 Then he goes and brings back with him seven other spirits more wicked than himself, and they come in and dwell there; and in the end that man's condition becomes worse than it was at first. So will it be also with the present wicked generation." Matthew Henry
Jesus Cast out a unclean spirit from a Man in the Synagogue at Capernaum
Mar 1:21 So they came to Capernaum, and on the next Sabbath He went to the synagogue and began to teach.
Mar 1:22 The people listened with amazement to His teaching--for there was authority about it: it was very different from that of the Scribes--
Mar 1:23 when all at once, there in their synagogue, a man under the power of a foul spirit screamed out:

And there was in their synagogue a man with an unclean spirit — literally, “in an unclean spirit” - that is, so entirely under demoniacal power that his personality was sunk for the time in that of the spirit. The frequency with which this character of “impurity” is ascribed to evil spirits - some twenty times in the Gospels - is not to be overlooked.JFB
Mar 1:24 "What have you to do with us, Jesus the Nazarene? Have you come to destroy us? I know who you are--God's Holy One."
Mar 1:25 But Jesus reprimanded him, saying, "Silence! come out of him."

Jesus has power over Foul Unclean Spirits

And is become the habitation of devils - Of demons - in allusion to the common opinion that the demons inhabited abandoned cities, old ruins, and deserts. See the notes on Mat_12:43-45. above. And the hold of every foul spirit - φυλακὴ phulakē. A watch-post, station, haunt of such spirits - That is, they, as it were, kept guard there; were stationed there; haunted the place.
And a cage of every unclean and hateful bird - That is, they would resort there, and abide there as in a cage. The word translated “cage” is the same which is rendered “hold” - φυλακὴ phulakē. In Isa_13:21, it is said, “and owls shall dwell there”; and in Isa_14:23, it is said that it would be a “possession for the bittern.”
Isa 13:19 And Babylon, the glory of kingdoms, the majestic beauty of the Chaldees, shall be as when God overthrew Sodom and Gomorrah.
Isa 13:20 It shall never be inhabited forever, nor shall it be lived in from generation to generation; nor shall the Arabian pitch his tent there; nor shall the shepherds make their flocks lie down there.
Isa 13:21 But the wild beasts of the desert shall lie there; and their houses shall be full of howling creatures; and ostriches shall dwell there, and he-goats shall dance there.

Summary.

b. Lying Spirits
(a deceiving spirit)
1Ki 22:19 And he said, Hear therefore the Word of Jehovah: I saw Jehovah sitting on His throne, and all the host of heaven standing by Him on His right hand and on His left.
1Ki 22:20 And Jehovah said, Who shall entice Ahab that he may go up and fall at Ramoth in Gilead? And one said this way, and another said that way.
1Ki 22:21 And there came forth a spirit and stood before Jehovah and said, I will entice him.
1Ki 22:22 And Jehovah said to him, With what? And he said, I will go forth and will be a lying spirit in the mouth of all his prophets. And He said, You shall entice him and succeed also. Go forth and do so.
1Ki 22:23 And now, behold, Jehovah has put a lying spirit in the mouth of all these your prophets, and Jehovah has spoken evil concerning you.

Now therefore, behold, the Lord hath put a lying spirit in the mouth Of all these thy [Cf. ὁ οἷκος ὑμῶν, Mat_23:38] prophets [This statement, especially to those who have taken the narrative literally, and who have seen in "the spirit" either one of the angels of God, or Satan himself, has presented almost insuperable difficulties. The main difficulty lies in the fact that the Almighty and All Holy is here made to give His sanction to deceit and lying, for the purpose of tempting Ahab to his death.
We have precisely the same difficulty, though, if possible, more directly expressed in Eze_14:9: "If the prophet be deceived… I the Lord have deceived that prophet." Cf. Jer_20:7; 1Sa_16:15. But this difficulty vanishes if we remember that this is euthropopathic language, and is merely meant to convey that God had "taken the house of Israel in their own heart," because they were "estranged from Him through their idols" (Eze_14:5). Ahab wished to be guided by false prophets, and the justice of God decreed that he should be guided by them to his ruin. Sin is punished by sin. "God proves His holiness most of all by this, that He punishes evil by evil, and destroys it by itself"
